This is all conjecture, of course. I have no special knowledge of facts. But the puzzle pieces fit. They currently have a blank check for behavior, because anything that doesn't go well can be blamed on their scapegoat. They won't overtly say that, but will do their usual doublespeak thing where it's both his fault and not theirs, despite staging a coup to install him.
Don't get me wrong, I'm talking about their plan for what's going to happen, not what, with all hope, President Trump has in store for them.
