The Dems and their Ministry of Truth in the media will tell you that Joe Biden "mispoke" here. What he "really meant" is that they have an organization to prevent voter fraud.

However the same Ministry of Truth and their Democrat handlers told us before and after the elections that widespread voter fraud doesn't exist.

So if it doesn't exist, then why create the most "extensive" organization to prevent it?

So the Dems need to either admit that voter fraud does exist and audit the states in question or are we to conclude that Biden admitted to rigging the election?
