You can't buy Greenland as such. The Danish government doesn't have the right to sell it because it's an autonomous territory.

You could try to convince them to hold an independence referendum and then petition for statehood or territory status. But good luck with that if you plan on using it as a penal colony. Besides you would have to out bribe Denmark, as they already receive plenty of benefits from us.
