I didn't read it the way OP's title suggests. He doesn't apologize for asking for an audit, or making the attempt, only the perception it created with his black constituents given his request targeted other communities that are predominately black. I do think he should and could have taken the opportunity to point out all of these black communities have been used, and are continuing to be used, by Democrats enflaming charges of racism where none presently exist.
