A glowie is slang for a federal agent. The reason is when they walk into a room or come into a chat they stick out like a sore thumb, or glow. It is obvious who or what they are.

He died about a year later. While Terry Davis was known to be a nutcase, it was later discovered that federal agents ARE investigating him and that it was possible that Davis's death was no accident nor suicide.
Partially as a tribute to the departed computer genius and partially because it would be funny, 4chan adopted the nickname and it stuck ever since.
