There was another post I commented on that had the k rails on the outside against a curb. The inside was what was going to be hard to scale. I'll get the link

If its on the outside it can be torn down easier. For most cyclone fencing you see where its on the outside - its there to keep people on the inside from tearing it don.

They're on the outside. If you watch in the first 5 seconds you see a military helmet on the right and the guy is installing the razor wire on the left.
