If its on the outside it can be torn down easier. For most cyclone fencing you see where its on the outside - its there to keep people on the inside from tearing it don.
They're on the outside. If you watch in the first 5 seconds you see a military helmet on the right and the guy is installing the razor wire on the left.

Is it definitely facing inward? Maybe I'm blind but I'm having a hard time seeing.
