That was true until all telco traffic went digital/VoIP. I'd bet that almost all "faxes" are sent via the internet now, I haven't had a landline in 20 years, no other way to send a fax. Actually a lot of courts have gone to secure PDF's, at least they have a password. A fax signal is trivial to intercept and view.
