If that was what was meant then this doesn't apply to many societies because, like in the US for example, the military doesn't rule, it's under civilian leadership, so we couldn't talk about overthrowing the military if it's in a purely leadership sense overthrow is meant. I take this person to be saying not leadership or political power but overthrow in the sense of totally getting rid of something, and that's why I ask how could you overthrow the people short of literally just killing everyone?
