FEMA from what we know
President Trump is over FEMA. He is CiC over all military.
By law, trump and he's designated FEMA. No one else
Trump has said he is. But there is also rumor that Pence or Pelosi made the call. And there is rumor that states like NY sent theirs in. Trusting Trump as he's been pretty honest about that stuff before. But we'll find out in due time.
As CiC President Trump has final say over all military movements.

He is CiC he is in full control by law.
President Trump can fire the head of FEMA anytime. His CiC powers are also in the constitution so I dont see how President Trump would be pushed out of command.
FEMA had crazy powers during an emergency (like now) but they dont superceded the CiC power over the military

When did the CiC stop being the ultimate authority over the military? The traitors are not in command unless there is an open mutiny right now. I think President Trump would mention that.
