The most plausible scenario I've seen described is that they lift the COVID veil just long enough to have their fake inauguration and give people hope for the new administration, only to later pull the rug out and declare cases are "surging" once again, this latest mutated strain is even worse!, etc. to excuse the grievous civil rights violations to come.
