If I was going to invoke the Insurrection Act or announce Marshal Law, I'd damn sure do it from a military base and Joint Base Andrews is the one I'd pick. Trump may also be stalling for time so more of the folks he wants to round up arrive at the "Inauguration" before he springs the trap. If he was really leaving, he could give the same speech from the White House before departing.
