Enforce the mandate. Keep his business open and continue to pay the people who depend on him.
Fight the power! Risk losing his business and abandoning all who depend on him.

I would agree with your response if this was just temporary in all states. My problem is that I am not convinced it is. There are states that have lifted almost no restrictions despite a vaccine starting to roll out. You even have some "experts" claim these restrictions will be necessary through fucking 2022....Maybe I am wrong but if I am right this business owner and others will have to pick a time to fight sometime.

Either way, this business being closed down and 15 people needing to focus on finding money for food and shelter, provides less opportunity to fight than keeping the business open and fighting personally.
