They are victims of their own, deeply suppressed guilty conscience. They know what they are doing is completely abhorrent and goes against everything are Constitution was created for. But instead of realizing what a conscience is, they attribute their slimy feelings to fear, and externalize it on others because they do not know how to listen to their consciences anymore.
