I used to walk by this way every day ... the sight is truly shocking. Love the comments ... any of them might be true. My guess is that there are multiple factions who are promoting or allowing this, and for different reasons. Clearly, it will keep people in AND keep people out. Whichever way things unfold, the fence might be useful.
