Well, I tell you what I think. I think this is build up of 2 sides, each bringing troops they think are loyal. One side overreacted and called in their units as soon as they could to prevent the other side's planned organized take over of the same space. This is why they have bunch like this sleeping on a floor of the Capitol. There are rushed to take space so the other side cannot formally take it. They are rushed in not because they are ready or appropriate, but because one side thinks they are loyal to that side in the potential altercation. This step by step reaction of 2 sides deploying more and more possibly loyal to them units is resulting in this 25-30k DC deployment where everyone keeps pretending it is for the security of the inauguration, and most of troops have no clue, but this is in fact the showdown soon to be resolved. And it won't be about some civilians celebrating or rioting... All I just said is a fantasy based on my delusion and I have no prior knowledge of what is happening.
