I've always wondered if term limits alleviate the problem. If people aren't going for the election the following year, couldn't they then try to steal all they can in that final term? And get a cushy job when they exit? I don't know a good solution, because those long term people really appear to have the theft down to a science. There definitely need to be some types of reforms to keep the politicians honest.
