After reading the article it sounds like Sec Miller is extremely frustrated with the high-cost acquisition projects the Pentagon lives for. Miller is in-line with Trump's thinking. It is the "deep state" spend-thrifts that makes him want to leave.
A good guy in a tough job, fighting the establishment.

Chris Miller was gored ny a Trump. He’s trusted by him. If he is leaving that just doesn’t seem positive
He can quit anytime he wants. He’s talking about the acquisition process when he is mentioning his desire to leave.
Regardless, I haven’t seen many public comments by him and wanted to share.
