After reading the article it sounds like Sec Miller is extremely frustrated with the high-cost acquisition projects the Pentagon lives for. Miller is in-line with Trump's thinking. It is the "deep state" spend-thrifts that makes him want to leave.

A good guy in a tough job, fighting the establishment.
