I asked this question a while ago and the response I got was that 1) subsaharan Africa sucks because through almost all of history the desert made it almost impossible for trade and the diffusion of knowledge to occur. The few times that it did, it was quickly lost. Fun fact, subsaharan africa had to be given the wheel TWICE because they lost it once and forgot about it. 2) northern Africa was great because it had access to Mediterranean trade but then Islam turned it to shit.
Also, Africans didn't interbreed with neanderthals like most European ancestors, so they're lacking specific genes which are apparently linked to being more intelligent, etc.
