Because usually, they've already done number 8 clandestinely (and maybe failed or they've succeeded in); and now they've moved it up a notch to OPENLY not clandestinely. It's not that they wont try more of level 8 (or other lower levels) while doing level 9; it's they aren't hiding it anymore (or also because they're in more of a hurry, it takes much more ninja "skills" to do number 8, than often the more manpower at level 9(can be outsourced to even local depts or even 3rd parties easier).)
Eg My brother was arcanicided 20 years ago. My mother was kidnapped/abducted/tortured/starved/thirsted for 17 days this last June (without warrant/papers/judge/etc.) by a small army, and was at death's doorstep when they finally let her go. This doesn't mean they didn't make other attempts on my family, or me(they've made plenty.)
