I think Trump expected an event on the January 6th (he has the best intelligence in the world) and expected that there would be a call for reinforcements. He would then use that as a pretext to bring in the muscle for the next step in the plan. I can think of no other objectively reasonable purpose to put so many troops in DC. Now the commies see what is being done but can't do anything about it.
