You know what's so great about the US? The Federal Government has no control over the States. The 10th Amendment guarantees states have more power then the federal government. So Biden can try and make a mandate, ain't going to matter if the Governors don't comply.
He's going to do something to coerce the states to do it. He is probably going to do something similar to what Raegen did back in the 80's to raise the drinking age to 21 across all states which by withholding federal funding to the states that do not want to comply.
But a lot of states, worked around that. For example in WI, you can drink at 18(I believe) if you have a guardian over 21 with you. But for this mask mandate, I just can't see states like Texas, Florida, North Dakota or, Arizona complying. And, if the Governors do comply, I can't see all local governments complying. For example, I live in Upstate NY, our Governor King Cuomo, introduced a mask mandate. Most if not all Red Counties refused to comply or enforce it.
