I leave open the possibility the SCOTUS did exactly what they needed to do in order for “the plan” (and it seems there must be one) to run to completion. Like when a loss prevention officer has to let a shoplifter leave the store before he can arrest him, because the crime is not committed until he physically leaves the store.
