You do know a vaccine doesn't stop people from contracting or spreading the virus, right? CDC highlighted that a week or so ago. The vaccine stops people from getting sick as a result of the virus.
By all standards, if the vaccine is good, criminals and homeless should be the last to get it.
I'll probably get downvoted, but incarcerated people live in really close proximity to each (basically 2 per small cell with many cells per cell block) and anything like COVID or the Flu spreads like wild fire. And medical expenses for inmates are huge (and footed by honest tax payers like us). Better just to put them a little higher on the list.
Now homeless people are almost all junkies. Good luck getting them to cooperate to get a vaccine shot. Those aren't the needles they're interested in.
