Hate to say it, but it's looking like a set-up. They are inviting people to topple those fences, they've literally left the instructions. Hopefully no one is stupid enough to go to this trap. More narrative building incoming.
Yeah, the argument was put forth that that was to keep climbers from cutting the concertina wire - of course having bolts on outside seems to fly counter to that logic.

Yea I’m no security expert either but I would think having the razor wire on the inside would make it quite easy to climb the fence from the outside and jump over the wire... right?
