Technically it's Army Secretary Ryan McCarthy, who reports to the DOJ, who reports to Trump.
This is not about any inauguration security. Second Battle of Fallujah was 13k allied troops, that was enough to fight through every street and house in a city filled with an enemy army. Do you really think 25K troops is for a security of a day parade in DC?
