Its not the Rayburn, either. Different flower planters, the picture above is missing a statue in front, and the flag in the picture is not in the streetview photo (it is on top of the building). The photo is also missing much of the building that surrounds the recessed stairway entrance of the Rayburn. Gonna look for other buildings that show this view. But the Rayburn isn't it.
No it isn't. No flagpole to the right (on top of building), and the OP photo shows an 8-10' wall, presumably with a handicap access ramp there. The Bing map shows a 2' granite cap wall and some trees. Entirely different. Only similarity is the Greek/Roman pillars that support the roof over the steps. Those are found on a number of buildings throughout the city.
Also, the OP picture is obviously not taken at a street corner, as the street is straight and in front of the fence. So this angle wouldn't work

Additionally, it should not be expected that the politicians in the Capitol came to work with their power tools, right? So it doesn't matter if they do have the nuts and connectors on the inside with them. Maybe the fence is there to stop them escaping but it's really not likely. If they were arrested it's not like they would flee across the grass running to try and escape troops.
You're looking at the OTHER side of the fence than you think you are. This is the inside of the fence. The building in the background is not the Capitol building. The photo has been cropped to confuse you.
In Krakow, Poland I ventured into the Jewish Quarter (where the awful scene in "Schindler's List" was set). There was a big wall - with barbed-wire on the top, and it was tilted inward. I thought, "Stupid people who constructed this fence, if you want to keep people OUT, you tilt the barbed wire and fencing OUTWARD".
Then a moment later I realized... the fence was to keep the Jews inside. Then I felt terrible as the full scope of the horror began to creep over me.
Actually standard protocol is to put concrete barriers in front of the fencing to prevent vehicles from crashing the fences.
To put them inside would allow vehicles to put the fence between themselves and the barrier allowing 1, the weaker fence to be obliterated and 2, the vehicle to get directly up to the fence and be even easier to breach.
I remember reading that there are supposed to be 2 fences going up to create a "no man's land" (I forget the proper term) between them, similar to at a prison or military fort. I can't verify the picture with any landmarks near the capital (there are no buildings with this view facing it that I can find), but I would assume that if they plan to dig in for the long haul, they will build a second fence and have the bolts of each fence facing toward the open area. That prevents anyone without authorization from accessing them. Leaving them exposed on either side only opens up the risk of sabotage. They could also use the double bolt system, where each side uses a different key lock covering the bolts, though I don't know that these fences are design for it. It is expensive and time-consuming to install.

Ergo, the picture shown is taken FROM the Capitol building thus the bolts are inside the perimeter.
The Capitol is surrounded by grounds, not asphalt road.
Spez: Do yourself a favor and look around it using street view Google maps and cross reference which building shown is most likely.
