No it isn't. No flagpole to the right (on top of building), and the OP photo shows an 8-10' wall, presumably with a handicap access ramp there. The Bing map shows a 2' granite cap wall and some trees. Entirely different. Only similarity is the Greek/Roman pillars that support the roof over the steps. Those are found on a number of buildings throughout the city.
Also, the OP picture is obviously not taken at a street corner, as the street is straight and in front of the fence. So this angle wouldn't work
