Its not the Rayburn, either. Different flower planters, the picture above is missing a statue in front, and the flag in the picture is not in the streetview photo (it is on top of the building). The photo is also missing much of the building that surrounds the recessed stairway entrance of the Rayburn. Gonna look for other buildings that show this view. But the Rayburn isn't it.

The picture above looks like the Rayburn building (Congressional offices), not the Capitol building.
Ergo, the picture shown is taken FROM the Capitol building thus the bolts are inside the perimeter.
The Capitol is surrounded by grounds, not asphalt road.
Spez: Do yourself a favor and look around it using street view Google maps and cross reference which building shown is most likely.
