It's for people that are under quarantine whether they have Covid or not. Give an Hotspot and "Ausgangsbeschränkungen" you could also be put in those facilities if you won't stay at home. That's how I see it.

Altough cleary the article is overly sensational. No one was imprisoned yet.

Define having it: Someone who's coughing their lungs out and sneezing their brains out or someone who "got tested" and is now "asymptomatic"? Because if it's the latter and they demand testing with those PCR 95% false positive tests then there's an issue.

In Germany you can be ordered under quarantine for a mere suspicion of being positive. Not even a test is necessary. It may be because one of your coworkers or co-eds, or anyone you may have had contact with is being tested positive.

I mean it says it's only a proposition and would require "judicial authorisation" whatever that means to Germans but would TD no one would ever know about it.
