A very strict set of rules that maintains small government. Mandatory gun ownership. Strict & unchanging voting requirements. Anybody who even proposes making speech or gun laws becomes free reign for execution by the people.

The language needs to be even more strict and there need to be severe consequences for those who break them
How much more strict can you make words? The problem is nobody is wiling to enforce them. At the end of the day laws are just words on paper.
