You do not need 25,000 troops to operate a Hand Puppet.
He has to be sworn in. whether it be outside in front of the public, or inside with limited media. They would not just say it was done in private if he was coherent. That would look very suspect
Reagan’s brain was dead in his second term and nothing changed. Deep state runs everything, not the president. Trump stepped out of line, so the deep state has to remove him by mass propaganda and election fraud.
But biden still has to be sworn in to take control. The rest is easy to control once he takes office. He can't do that in private without some media access.
