He's not just a coward. He deliberately fucked over Trump in every way that he possibly could. He was a deep state plant and a traitor the entire time. And this is one of many reasons that Trump was held back for his 4 years - his failure to surround himself with legitimate allies in important posts. Pence is another glaring example of this.
