I'm sure that's true! I just have first-hand knowledge of the off brand types & their ops as visa mills. China is not the only participant in these types of shell universities. I also have seen a # of South American 1s.
A full half of students accepted to Harvard can escape their student loans by moving to Israel on their guaranteed citizenship.
