I think a modern day example of this is swatting. If you swat somebody and he is killed by the cops because you called 911 and said he was going to kill his family you will be arrested. It has happened.
Well the first thing is that you're commiting a crime by defrauding the taxpayers. While you're comitting that crime someone gets killed and you're charged with that as well. So that doesn't have to be a freedom of speech issue. I'd also argue that the cops are at fault too, if the cops shoot someone who is no threat that's really on them. They shouldn't go shooting without confirming.
