To actually answer the question in the thread title: the cities where these crimes are committed (and the courts in those cities) are run by liberals. The legal systems in these cities are corrupt to the core--commie DA's who refuse to prosecute, and SJW wingnut judges who throw out any case involving a left-of-center perp.
