1.) Well, it can be either way. Put into a situation like you describe (like Nixon) where they basically blackmail the USA's safety with bad stuff unless the POTUS steps-aside/retires; and most people (including the members of congress who sit on Intel committees) wouldn't risk somethng (even if it's a bluff) that is x1000 times worse than 9/11.

OR

2.) Can realize that Trump has all the ACE's up his sleeve since he hasn't played any cards yet; and can run-the-table and take all the chips on the table (which is exactly how DJT plays... his cards exactly when he means to, usually after extracting maximum leverage, and he plays for ALL the chips at the table, not just the chips in the pot/middle.

Now both of these can also be true at the same time; and DJT hasn't ever really put himself in a losing position. But yes clearly, DJT is surrounded in the WH by those around him which are not on Team MAGA for many years.. the gatekeepers nearly 4 years now. On the upside, DJT knows this; and likely has worked out his winning solutions, even pre-2016 and learned long ago to keep his own council on such sensitive topics.

Or 3,

Trump just isn’t willing to take it that far.

Well to paraphrase the line from movie The Lord of the Rings: The Two Towers, where King Théoden says he doesn't want war; and Aragorn says to King Théoden,... that (de facto) enemies (evil forces of marxism & corrupt(ions) are waging war is upon him/his lands, no matter if he wishes for it, or not.

There are still "lawful & peaceful" things which can be done to avoid bad stuff. But if it isn't done, will be very bad stuff, no matter if DJT wishes it or not, because on their own, the marxists/commies & criminals aren't going to stop Long Marching through pilliaging and plundering and killing as they go.

America and the rest of the free world's fate is on the line.

Those who would trade our freedom for the soup kitchen of the welfare state have told us that they have a utopian solution of peace without victory. They call their policy "accommodation". And they say if we only avoid any direct confrontation with the enemy, he will forget his evil ways and learn to love us. . . . We cannot buy our security, our freedom from the threat of the bomb by committing an immorality so great as saying to a billion human beings now in slavery behind the Iron Curtain, "Give up your dreams of freedom because to save our own skin, we are willing to make a deal with your slave-masters". — Ronald Reagan
