Puerto Rico sending NG to DC. They are not FOREIGN. Puerto Rico is a Common Wealth of the United States. Puerto Rico does have a National Guard it is Army National Guard of the United States. Their primary language is both Spanish and English. No one can join the service of any branch if they can not speak ENGLISH. They absolutely have to be able to speak, read , and write. I work specifically with Enlistment and this is fact.
