I dunno about new account creation, but I think it's reasonable to make people "earn" their ability to make posts with good comment karma.

For one, I hope all post from FBI/CIA IP addresses are blocked.
And any post from any IP address owned by government flagged for review.
Or at least a waiting period after signing up, like 12 hours before they can post a comment.
