For study - hamstudy.org - technician's license is easy, general is harder. Tests are generally adminstered monthly via Ham Radio clubs, find one near you and have a chat with them. Yes - the program is called Winlink, works well, but really slow, depending on your connection like 200 characters a minute slow.
For study - hamstudy.org - technician's license is easy, general is harder.
