False, it is not being presented that way, you interpreted it that way. She IS stepping down and wont run again, which is significant. No false narrative was painted except in your own mind.

As I said, it literally says "Merkel steps down". That is present tense.
I know English is hard, but you should at least attempt it if you are going to be here.
