Used to follow news from all the English-speaking countries- Oz, the UK, US, NZ etc, as far as I can recall it was a distinctly Obama-era push in the nomemclature, and although it was odd, I never cottoned on to the "why".

It’s all DS as far as I’m concerned now though, and I’m not that big on conspiracy theory, just seem to remember it being used late 90’s, early 2000’s. Sorry.

No, just going by a questionable memory. I just seem to remember the term being used back in the day when there were rumors of black ops military anti-drug happenings in SA. I only have receipts for a fraction of the shit happening now, let alone twenty years ago.
