In some cases he had no choice because the Senate needed to approve who would get appointed. I suspect he had a deal with McConnell and probably a couple other key players where they'd get to sign off on hires and in exchange they'd aid Trump on policy and in blocking Dem attempts to bring him down. Bannon did an interview a while back where he discussed the early days how he and Trump butted heads over Trump’s choosing from within the DC circles instead of going and bringing in people from outside DC or even political circles. If I remember right I think part of Trumps reasoning was people already accepted in DC would be able to move faster and didn't need to waste time setting up connections and figuring out who they can trust, whereas an outsider would be looked down on, ignored and backstabbing constantly making their efforts fruitless.
DC swamp people may have internal divisions that Trump was able to use to advance what he could but like most powerful and corrupt communities they will team up against outsiders trying to do things like make sure the law gets enforced on said DC swamp people, and undermine attempts to change the rules and transparency in DC by people brought in without the communities approval.
Honestly this thinking is why I'm starting to think its better if Trump doesn't fix this with the IA (although I think Biden needs to be put in jail before he gets back into power) and instead those of us on this site or any freedom loving person to start running for whatever position we feel comfortable trying for whether it be a local, state or federal office to start changing the mindset and environment from within and making sure we have the numbers to engrain those changes so future generations can enjoy an America that has genuine freedom, less government interference and less costly corruption so they may pursue their happiness, and so we can upgrade our constitution to include amendments that reduces the ability for people like today's bad actors from gaining so much control again, and IMO so we can add an essential amendment that makes the SC bound to make rulings based only on the constitution as its written and clearly intended, no more of this creative interpretations or claiming lack of standing, if they are going to be the final say on the constitution then they should be bound by the intention of those that wrote the different bits of the constitution, not this current method of coming up with clever arguments that lead to rulings that are clearly not what the constitution allowed for.
