i just read the usa news article this post links to and wondered why they'd need prison staff at an inauguration event that's been fortified like a federal prison..

The others see the call for more security and freak out that what they said might actually be true, and start telling everyone it's gonna be even worse than they thought. I can't believe no one has answered this. "Lockdown" is as it implies, the inmates are locked down in their cells. Prisoners usually have some mobility within the prison , this can also depend on the section that an inmate is in. If the order is true, all prisoners are now confined to their cells.
