The Dems and the establishment Republicans don't care about illegal immigration because illegals lower the business costs of their donors. It's only the people who have to compete in the job market with illegals who care and who generally vote Republican. The Republican party pays lip service to those people, but ultimately serves their business interests over their voters interests.
It would be much more effective to enforce immigration law at the business level and ensure that businesses who hire illegals are fined or shut down. Instead they go after illegals on an individual level, which shows they're not serious about enforcing the law.
