Granted, that could be intentional for keeping up appearances if they actually intend to arrest corrupt politicians, but fortifying DC with troops is also exactly what they would do if there was a fear that the masses were going to revolt at the inauguration.

Absolutely, National Guard are a garrison force to keep order while anything goes down, yes, they would use spec ops or police.
