in this specific mobilization this is definitely the case - it varies somewhat if governors activate the NG - but the CINC always has the command authority override.
Exactly and we can take it a step further. The national guard in DC is unique in the fact it only accepts orders from our President. However Trump gave his command to the director of FEMA who is also the temporary secretary of homeland. Why was this done idk. Maybe to prevent Biden from having them under his command why he's sworn in. Maybe for something else that's about to go down. All we can do is guess and wait.
