I saw this somewhere else as well... the "CIA" is deceptive I believe. If you look on the recording it says DOD. Also, I do not believe that Is Bill Gates.

If you have evidence otherwise, please let me know.

This is a re-hash of a very old video. That doesn't make it less concerning, just want to make sure we're trying to be as accurate as we can be about the info.
