Women are generally under represented because they choose other careers over the military because the military is considered a men's career choice, and because of the physical demands placed on women during Basic Training is too rigorous for them to gain a passing score.
That picture has plenty of white males in it and exceptionally few women, particularly when considering that women make up 51.1% and of the U.S. population.
