Neither parents were American Citizens at the time of her birth. Natural born citizens are those born in the Country to citizen parents.

Courts have consistently ruled that natural born citizens are individuals born in the US regardless of their parents citizenship.

That quote is from a french text that was used to support the court’s decision that ANYONE born in the us is a citizen REGARDLESS of where there parents were born. The case was over the status of people born in the us to Chinese parents. It ruled they are citizens even though their parents were not.
